Nouakchott \/ Hamburg, November 19, 2025<\/strong> – Mauritania and M\u00f6hring Energie Holding GmbH have signed a strategic framework agreement for the development of a large-scale industrial plant for the production of green hydrogen and green ammonia. The signing ceremony took place in the Mauritanian capital Nouakchott – by His Excellency Mohamed Ould Khaled, Minister of Petroleum and Energy of Mauritania, and Sascha M\u00f6hring, founder and CTO of M\u00f6hring Energie Group. <\/p>\n

The agreement marks a significant milestone in the implementation of Mauritania\u2019s hydrogen program, known as the Hydrogen Code<\/em>, and paves the way for the NAYRAH<\/strong> project\u2014a modular, industrial power-to-X project by M\u00f6hring Energie that is to be gradually expanded to an electrolysis capacity of 1 GW. The goal is to produce up to 140,000 metric tons of green hydrogen or 600,000 metric tons of green ammonia annually for export to European markets. Production is scheduled to begin in 2029. The framework agreement includes a land allocation for the project covering an area of approximately 500 km\u00b2 east of Nouadhibou, with a potential expansion of ~1,600 km\u00b2 for the full development phase, in a region that is one of the world\u2019s best locations for the production of renewable energy (PV & wind) and, consequently, green molecules. <\/p>\n

A strategic PtX project with a modular structure<\/h3>\n

The NAYRAH project is planned as a sustainable, scalable industrial cluster in northern Mauritania, where excellent wind and solar conditions converge. The project will be implemented in several phases\u2014beginning with an initial electrolysis capacity of approximately 100 MW as a so-called \u201cfast-track module,\u201d followed by an accelerated expansion to up to 1 GW. <\/p>\n

In addition to green molecule production, M\u00f6hring Energie is focusing in particular on water- and soil-friendly solutions: An integrated concept for seawater desalination and the option of using regenerative by-products in agriculture (such as for local protein crops or CO\u2082-based e-fuels) are part of the development strategy.<\/p>\n

International support and political monitoring<\/h3>\n

The signing of the agreement was accompanied by a high-ranking German delegation led by Christoph Rauh, Africa Director at the German Federal Ministry for Economic Cooperation and Development (BMZ). The German and EU ambassadors to Mauritania and the Mauritanian ambassador to Germany were also present – a clear signal of the growing international cooperation in the field of green energy. <\/p>\n
