Framework agreement signed with Mauritania

Nouakchott / Hamburg, November 19, 2025 – Mauritania and Möhring Energie Holding GmbH have signed a strategic framework agreement for the development of a large-scale industrial plant for the production of green hydrogen and green ammonia. The signing ceremony took place in the Mauritanian capital Nouakchott – by His Excellency Mohamed Ould Khaled, Minister of Petroleum and Energy of Mauritania, and Sascha Möhring, founder and CTO of Möhring Energie Group.

The contract is a significant milestone in the implementation of Mauritania’s hydrogen program, the so-called Hydrogen Code, and paves the way for the NAYRAH project – a modular, industrial power-to-X project by Möhring Energie, which is to be gradually expanded to an electrolysis capacity of 1 GW. The aim is to produce up to 140,000 tons of green hydrogen and 400,000 tons of green ammonia annually for export to European markets. Production is scheduled to start in 2029. The framework agreement is linked to a land allocation for the project with an area of approx. 500 km2 in the area west of Nouadhibou, with a potential expansion of ~1,600 km2 for the full expansion stage, in a terrain that probably offers the best solar and wind conditions for the production of renewable energies (PV & wind) and thus also green molecules worldwide.

A strategic PtX project with a modular structure

The NAYRAH project is planned as a sustainable, scalable industrial cluster in southern Mauritania, where excellent wind and solar conditions coincide. The project will be implemented in several expansion stages – starting with an initial electrolysis capacity of around 100 MW as a so-called “fast-track module”, followed by an accelerated expansion to up to 1 GW.

In addition to green molecule production, Möhring Energie is focusing in particular on water- and soil-friendly solutions: An integrated concept for seawater desalination and the option of using regenerative by-products in agriculture (such as for local protein crops or CO₂-based e-fuels) are part of the development strategy.

International support and political monitoring

The signing of the agreement was accompanied by a high-ranking German delegation led by Christoph Rauh, Africa Director at the German Federal Ministry for Economic Cooperation and Development (BMZ). The German and EU ambassadors to Mauritania and the Mauritanian ambassador to Germany were also present – a clear signal of the growing international cooperation in the field of green energy.
